Referee Newsletter March 2023

Due to recent requests and observations during LBBL-GAMES, the referee commission feels the need to make the following clarifications:

“Landing Fouls”

  • Article 33.3: An opponent may not move into the path of a player after that player has jumped into the air.
  • The defender must respect the cylinder and the landing point of the shooter.
    • Ex. Clip: LANDING NORMAL FOUL 1 The contact occurs on the side of the shooter’s leg: normal personal foul
  • Moving under a player who is in the air and causing contact is usually an unsportsmanlike foul and in certain circumstances may be a disqualifying foul.
    • Ex. Clips: LANDING UF 1 – LANDING UF 2 – LANDING UF 3
      The defender puts his foot under the shooter’s foot: unsportsmanlike foul.
  • During the act of shooting, attention should also be paid to the spreading of the legs of the shooter during the shot.
    • Ex. Clips: LANDING SHOOTER FAKE WARNING AOS
      The shooter is responsible for the contact. The defender doesn’t fall. The referee shall give a warning for the fake by the “raise-the-lower-arm” signal followed by the warning protocol.
  • If the defender falls due to the spread legs of the shooter, a foul should be called against the shooter.
    • Ex. Clips: LANDING SHOOTER FOUL AOS 1 – LANDING SHOOTER FOUL AOS 1 – LANDING SHOOTER FOUL AOS 3 SPREAD LEGS
      The shooter is responsible for the contact. The defender falls. This is a foul from the shooter.

REMINDER

Communication between coaches and referees

  • Talking and listening to each other are signs of mutual respect.
  • Communication should take place between the referee and the head coach or team captain exclusively during a dead ball, the assistant coach may be standing when the coach is sitting down but may not address the referees. (see below)
  • Communication should be in English (except if both are speaking Luxembourgish)
  • Communication should take place without making gestures from either side.
  • Communication should be brief and to the point.
  • Gestures of disapproval or disrespect after the exchange should not be tolerated.

Coach and Assistant Coach

  • The referees should be aware who is registered on the scoresheet as coach and assistant-coach.
  • Either the head coach or the first assistant coach, but only one of them at any given time, is permitted to remain standing.
  • The head coach and assistant coach may address the players verbally during the game provided they remain in the team bench area.
  • Assistant coaches are not allowed to communicate with the referees in any way.

Bench Control

  • Open gestures of disapproval, disrespect, and decision-making requests, after an initial warning, shall be charged with a technical foul.
  • Substitutes and / or team followers on the bench are not allowed to repeatedly leave the bench and come close to the playing field during the game, neither to support the team or for any other reason (OBR. art. 7.3)
  • After an initial warning to the coach, a technical foul should be called.
