After the recent discussions around the use of the video in basketball games in Luxembourg, the basketball federation, in collaboration with the referees’ commission, has worked out a clarifying communication. You can read the full statement / communiqué in French and English below.
COMMUNIQUE SUR L’APPLICATION DE LA VIDEO
La commission des arbitres, les responsables des commissaires et le conseil d’administration de la FLBB se sont réunis en date du 3 avril 2023 pour déterminer ensemble comment et sous quelle forme la vidéo pourrait être appliquée sur et autour du terrain de basketball. Après un échange fructueux, il a été convenu de concert que :
- pendant le match et jusqu’à la signature de la feuille de match, le premier arbitre (crew chief) peut corriger toute erreur sur la feuille de match et peut, pour ce faire, s’approprier de tous les moyens à sa disposition, y compris un support vidéo ;
- en cas de réclamation sur une éventuelle erreur sur la feuille de match en cours de match, les arbitres arrêtent le match aussi longtemps que nécessaire pour clarifier la situation ;
- l’instant replay system (IRS) de la FIBA ne s’applique pas aux compétitions organisées par la FLBB et par conséquent la revue d’une situation de jeu sur un support vidéo par les arbitres pendant le match n’est pas permise ;
- sans préjudice des règles de jeu en vigueur de la FIBA, la vidéo en tant que moyen de preuve est permise devant les instances fédérales ;
- une étude de faisabilité sur la mise en place de l’IRS sera lancée ;
- une formation (continue) sera proposée aux officiels de table et un mécanisme de valorisation sera élaboré.

STATEMENT ON THE APPLICATION OF VIDEO
The referees’ commission, the commissioners and the board of directors of the FLBB met on April 3 rd, 2023 to determine together how and in what form video could be applied on and around the basketball court. After a fruitful exchange, it was mutually agreed that:
- during the game and until the signature of the score sheet, the crew chief can correct any error on the score sheet and can, for this purpose, use all the means at his disposal, including a video support;
- in case of a complaint about a possible error on the game sheet during the game, the referees stop the game as long as necessary to clarify the situation;
- the FIBA instant replay system (IRS) does not apply to the competitions organized by the FLBB and therefore the review of a game situation on video by the referees during the game is not allowed;
- without prejudice to the current FIBA rules of the game, video as a means of evidence is permited before the federal courts;
- a feasibility study on the implementation of the IRS will be launched;
- (Continuous) training will be offered to table officials and a valuation mechanism will be developed.
